Occupational Safety Analysis Using JSA and HIRA Methods in the Catch Unloading Process at PPS Bungus, West Sumatra

Bungus Ocean Fishing Port is a port located in Padang city, West Sumatra, which is responsible for the unloading process of fish catches. This process is a crew activity after the ship docks at the port, which has a high potential for work accidents because it involves many people. This study aims to identify cases of work accidents in the captain and crew during the unloading process, as well as the factors that cause them. The research method used observation and interviews with the captain and crew about the unloading process and the potential hazards that occur. The research sample required 45 respondents consisting of 15 captains and 30 crew members. The analysis used was descriptive, Job Safety Analysis (JSA), and Hazard Identification and Risk Assessment (HIRA). The results of the analysis showed that of the 11 activities in the unloading process, there were 8 activities in the unloading process with varying levels of risk probability, namely the captain and crew getting off the ship (6.7%), preparing the transport basket (30%), preparing the weighing equipment (13.3%), opening the hatch and the crew going down the hatch (3.33%), removing fish from the hatch to the basket (30%), transporting and weighing (10%), cleaning the ship (6.67%), and the ship leaving the dock (3.33%). The main recommendations of this study include optimizing infrastructure facilities, improving the quality of work equipment, implementing PPE thoroughly, and procuring transport carts to support the efficiency and safety of the unloading process.
